This is a straight control stop for a Sloan water closet (toilet) flushometer. It is used during maintenance of the flushometer to shut the water supply off. It fits between the water supply pipe and the flushometer. See diagram below.

What is a control stop? A flushometer control stop is an adjustable, threaded, angle (or straight) valve on commercial toilets or urinals that controls the flow of water into the flushometer. It acts as a manual shutoff for maintenance. It is frequently missunderstood to be used for the regulation of water pressure, which it will do, but inconsistently. If the valve is partially closed, normal variations in water pressure (present in most buildings) can cause the flow to increase or decrease unexpectedly, causing improper flushing, or splashing.
